To have charges invoiced into Citizen Access to make a payment online, email RmaBilling@ventura.org or call (805) 654-5009 and leave a detailed message, including customer ID number, case number(s), invoice number(s) and an email address for correspondence (if desired, not required).

Online Payments

To make a payment online, visit the following link: Online Payment Portal.

  1. Then navigate to “My Records” and select the Record Number for which you wish to pay.
  2. Click “Payments”, then choose “Pay Fees” and proceed to “check out”.

An email confirmation will automatically be sent to the assigned Permit Technician. There is no need to send an additional personal email. For any questions, please contact your assigned Permit Technician.

  1. Once logged in, select “Planning” at the top of the page.
  2. Scroll down to “Record Number” and enter your permit number (e.g., ZC20-0000), then select “Search.”
  3. Navigate to “Payments,” select “Fees” from the dropdown, then choose “Pay Fees” and proceed to “Checkout.”

For questions on your bill, contact your case planner or email plan.counter@ventura.org for assistance.
