As our community recovers from this unprecedented wildfire, it is our top priority to help those affected with the rebuilding process. The County of Ventura and City of Camarillo have similar, but separate processes for rebuilding. It will be important to follow the guidelines set by whichever jurisdiction you live in. 

The County of Ventura understands that every property and situation is unique. Therefore, we have set up a process to assist you in your recovery efforts including providing a dedicated hotline to answer your permitting questions, the ability to schedule an appointment to discuss your rebuilding objectives with a staff member, and by expediting the review of your permits.

Temporary Housing After A Disaster

The following revisions were made to the Non-Coastal Zoning Ordinance that assist victims of natural disasters: 

  • For any situation where a legally permitted dwelling is lost or damaged by a natural disaster, a habitable recreational vehicle (RV) may be used for temporary housing on the same lot by the residents that were displaced by the natural disaster. To be habitable, the RV must contain sleeping, cooking, bathing, and sanitary facilities with internal holding tanks for potable and wastewater. The RV must also be connected to an approved electrical source (generators are not permitted) 
  • For residences displaced by Mountain Fire, the RV may located on a different lot in the unincorporated area of Ventura County if authorized in writing by the property owner of the lot where the RV is located. 
  • The RV may be used as temporary housing for up to 12 months. For residences displaced by the Mountain Fire, an RV may be occupied if the RV: 
  • Is connected to a permanent supply of potable water (e.g., well, public water purveyor); and, 
  • Continues to comply with the wastewater disposal requirements (e.g., connected to septic, or sewer, or a wastewater tank). 
  • To apply for a permit to occupy an RV, either during construction or prior to reconstruction of a principal dwelling, please complete the application below.
