California Accidental Release Program (CalARP)

The Ventura County Environmental Health Division (EHD) regulates facilities subject to the California Accidental Release Prevention Program (CalARP) within Ventura County, with the exception of the City of Oxnard and the City of Ventura.

The objective of the CalARP program is to identify the risks associated with the use of extremely hazardous materials substances in an industrial process and to reduce the chances and negative effects to the public of an extremely hazardous materials release. To accomplish this, a facility must develop and maintain risk management plans and programs contained in the California Code of Regulations, Title 19, Chapter 4.5.

Facilities subject to CalARP are required to register with the local CUPA. Facilities subject to CalARP are inspected and evaluated to determine the completeness and effectiveness of the risk management plans and programs. The following registration form shall be submitted for all facilities with a regulated substance at or above the threshold quantity:
