Hazardous Waste Program
The purpose of the hazardous waste program is to ensure that hazardous wastes are properly managed to protect public health and the environment.
Waste is generally considered hazardous if it is ignitable, corrosive, toxic, reactive, or if it can be shown to be detrimental to human health or the environment.
The EHD conducts routine inspections of facilities that generate hazardous waste to verify compliance with State hazardous waste laws and regulations contained in the California Health and Safety Code, Chapter 6.5 and the California Code of Regulations, Title 22, Division 4.5
All Ventura County facilities that generate hazardous waste, except those in the city of Oxnard, are required to obtain a hazardous waste producer’s permit from EHD. Businesses that generate less than 100kg/month may qualify for the small business hazardous waste disposal program operated in that area.

Onsite Hazardous Waste Treatment (also known as "Tiered Permitting")
In most cases, businesses that treat hazardous waste onsite are required to notify Environmental Health (except those in the City of Oxnard) of the treatment activity and comply with State laws and regulations pertaining to onsite hazardous waste treatment.
Treatment is any process designed to change the physical, chemical, or biological characteristic or composition of the hazardous waste. Depending on the treatment process and type and amount of hazardous waste treated, the treatment activity may be allowed under one of three treatment tiers: 1) Permit By Rule, 2) Conditionally Authorized, and 3) Conditionally Exempt (separated into three subcategories). Review the Onsite Tiered Permitting Flowchart to determine appropriate hazardous waste treatment tier for your process.
The Department of Toxic Substances Control (DTSC) developed the following fact sheets to assist owners and operators of fixed treatment units (FTUs) in complying with applicable laws and regulations:
- Permit by Rule – DTSC Fact Sheet
- Conditional Authorization – DTSC Fact Sheet
- Conditionally Exempt-Limited – DTSC Fact Sheet
- Conditionally Exempt-Small Quantity Treatment – DTSC Fact Sheet
- Conditionally Exempt-Specified Wastestreams – DTSC Fact Sheet
